Get to the Ballot Van and follow it to the destination. A PCJ600 and a Sub-Machine Gun is pretty preferable here. Once the voter gets back out, pick up the package and repeat. You need to claim at least 3 of the 4 packages to pass the mission. Once you do, it's good from there. Donald's line of missions will have ended.
