A Drop In The Ocean

Donald Love sends Claude to collect some highly illegal packages dropped into the bay by a light aircraft.

Cutscene
Donald Love is working out with his old oriental gentleman friend in his rooftop garden when Claude arrives.
He explains to Claude that in these days of moral hypocrisy, certain valuable commodities can be hard to import.
On its approach to the airport tonight, a light aircraft will pass over the bay, dropping several packages into the water. Claude must make sure he picks them up before anyone else does.

Once outside, you'll be told to get a boat and follow the plane. A 2 minute timer will be displayed on the screen.

The boat marked on your map is docked in Portland, at the small wooden jetty where you met Maria and Asuka earlier in the game, however you don't actually need to use that boat.

My personal preference is to head North and grab an alternate boat from the jetty South of Asuka's condo.

You'll then need to sail across the bay to where the other boat is located and wait for the plane to arrive.

Once it does, you'll want to follow it as it flies low above the water.

Every few seconds it'll drop a package which floats on top of the water. Hang back enough so that you can see where it drops, but make sure you're not far away from it when it does.

The first package will be not far in front of the parked boat, then the plane will fly up the river and go under the bridge.

It will continue dropping packages every 50 meters or so, and each time you collect one, your wanted level will increase by one star.

Continue tailing the plane as it drops the remaining packages.

It'll continue heading North past the Callahan Bridge.

You'll then just head past the jetty outside Asuka's place where the last package will be dropped.

Once you've gathered all six of them you'll have a five-star wanted level and you need to get the packages back to Donald Love.

Head straight for the nearby docks and safely park the boat so you can get back onto dry land without drowning. A police helicopter will no doubt be overhead, shooting at you, and the FBI will be after you on the roads.

Run up the stairs and grab a parked vehicle from near Asuka's. Anything will do, just make sure it's not an emergency vehicle. There's usually a Stinger or Banshee near the top of the stairs.

Drive out of the area and head to the nearby Pay 'n' Spray to clear your wanted level. If you've completed Vigilante missions, you can also head to your hideout to use the police bribes you've unlocked. Losing the wanted level isn't a requirement for the mission, but it'll certainly make it easier and safer to get back to Donald Love's place with the FBI in their fast cars chasing after you. They're also extremely heavily armed with AK-47's and there are four agents in each vehicle so you're in a lot of trouble if you get trapped without a vehicle.

Once you're in the clear, you can safely head back to the South and drop off the packages at Donald Love's building by running into the blue marker at the entrance.

Mission Passed!
