Donald Love needs Claude to check out a plane at Shoreside Vale's Francis Intl. Airport for a mystery package.

Donald Love thanks Claude for retrieving those packages, however they were only a decoy. Unfortunately that's sometimes the way in business. Donald's real objective was hidden on the plane all along. Unfortunately, the port authorities siezed the plane and were stripping it down until Donald intervened at great personal expense. He tells Claude to cross the bridge to Shoreside Vale and go to Francis International Airport. He's paid off the officials, so his property will be waiting in the customs hangar in the aircraft's fuselage.
Once back outside, you'll need to grab a vehicle and make your way, for potentially the first time, over the bridge to Shoreside Vale. Follow the road to the lift bridge on the West side of Staunton Island, then wait for it to lower down so you can drive across. It'll still raise up while you're driving over it - and there's a hidden package to collect up here - so be careful not to flip your car by driving off the end.
Follow the marked route into and behind the airport, smashing through a barrier on the way through and eventually you'll come to the hangars with some suspicious vans parked outside.
Upon closer inspection, the Colombians have arrived so you'll have to clear them out before you can check out the plane.
There aren't many Cartel soldiers to take down but you can keep your distance and use an AK-47 or sniper rifle to pick them off with relative ease.
Once the area is clear, you'll be told to check inside the plane.
Get into the plane and you'll discover the package has gone missing.
Outside, Claude spots a Panlantic Construction van, which could be a hint as to its whereabouts.
You need to make your way to the construction site on Staunton Island. You can drive back the way you came or you can attempt to fly the Dodo there.
Given its wings have been clipped, it's not straight forward to fly the Dodo, but once you learn the technique it can pretty much be flown for as long as you want to.
Flying The Dodo
To fly the Dodo, you essentially have to glide it up and down like a rollercoaster. First, speed down the runway holding the left stick forward. This will essentially tilt the nose of the plane forward / down. When you start to see sparks coming from the front wheel, release the left analog stick and the plane should start to rise. The nose will rise too though so you need to try to level it out by tapping forward on the left stick, otherwise it'll stall, then lean a bit further forward to point the nose down so the plane dives. You want to let it dive until it's close to the ground, then release the left stick, allowing it to rise again. Diving down gains speed which is used when the plane automatically raises its nose.
Your task is to constantly tilt the nose down so the plane dives, then allow it to rise again. If you need to turn, make lots of very light taps on the left analog stick to the left or right. Once you get the technique down, it's pretty easy to get lots of air which makes it even easier to stay airborne. Flying out to sea will hit an invisible wall which will turn you around and level out the plane which can also make it easier to gain height and control.
When you make it to the construction site, plenty of Cartel guards are waiting for you. If you jump on top of the parked Cartel Cruiser you'll be able to see them over the top of the blue fence and can shoot or grenade many of the enemies from safety.
You can also jump onto the small hut next to the Cartel Cruiser for a better angle.
You could jump over the fence and head straight for the lift, but otherwise head around to the Northern side of the blue fenced off area and you'll find a way in.
Be warned there will probably be a few remaining Cartel enemies here to kill, so move slowly.
Once the coast is clear, make your way to the yellow lift and walk into the blue marker.
Cutscene
Claude takes the lift up the construction tower.
Eventually he reaches a floor high up in the construction site tower where he bumps into Catalina and Miguel.
Catalina is telling Miguel to get out of there with whatever it is they just stole. They don't know what it actually is, but they know it was wanted badly enough so it must be worth something.
Claude fires off a few shots and they surrender, with Miguel asking him to take it easy. "I left you pouring your heart out into the gutter!" screams Catalina as Miguel begs him not to shoot and offers him the briefcase in exchange for his life.
Catalina tells him not to be such a pussy, but Miguel says they have no choice.
Catalina shoots her partner Miguel in the back, telling him "we always got a choice, you dumb bastard!" then jumps from the tower into a conveniently located pile of cardboard boxes a long way below. Claude can't follow, but Miguel apologises on her behalf and tells him she's a crazy bitch.
Almost immediately, Asuka turns up, telling Claude "the whore got away", but he's done her a favor as she also has a score to settle with the Cartel.
This worm killed her brother. Miguel (correctly) states he never killed no Yakuza, but Asuka is having none of it and says he's a liar because they all saw the Cartel assassin. "We're going to hunt down and kill all you Colombian dogs!". She then begins beating Miguel with her cane, saying she'll be operating on him to extract information and a little pleasure. Asuka tells Claude to drop by later as she'll require his services, while Miguel begs Claude not to leave him with her because she's a psycho! Claude ignores his pleas and listens to his screams of pain as he takes the lift back down the tower.
Back on the ground, the Yakuza have taken over the construction site now and have smashed a few holes in the fence. You need to get the package back to Donald Love, so grab a vehicle and head South to his building.
Run into the blue marker to complete one of, if not the, longest missions in GTA 3.

- You may want to take a Dodo to the Import/Export garage at the docks in Portland. Flying it there is much quicker, but if you can't get the hang of it, you can drive it along the roads.
