Vic Vance is sent to collect a package by Sergeant Jerry Martinez.

Cutscene

The camera pans down from the sky as we see a Barracks OL army truck driving down the road to the Fort Baxter army base. It enters through the security checkpoint at the gates before coming to a stop in the center of the base. Soon after, Vic Vance is seen exiting the vehicle.

The camera then cuts to Sergeant Martinez in his office, sitting with his feet up on his desk, smoking a cigar as Vic walks in. He very formally announces "Vic Vance reporting for duty sir" but Sergeant Martinez just laughs and tells him to relax, telling Vic he can call him Jerry.

Jerry asks Vic why he signed up to the army, who explains he's got a difficult family and responsibilities. Jerry asks is it kids or a broad giving him shit, but Vic tells him he's got brothers. One is real sick with asthma, and he's got to pay the bills, and maybe the other is sick too, but in a different way...

So you joined the army to get rich? Asks Sergeant Martinez. "Not exactly" replies Vic, explaining his dad came from the Dominican Republic and they didn't have a lot of opportunities. "What else was I supposed to do?". Vic then asks Jerry why he joined up, who quickly replies "to get rich!".

Vic tells Jerry to stop messing with him, then he's told to take a seat. "There are plenty of opportunities for a man who knows the game to make real money"... But Vic cuts him off telling him he doesn't want any trouble. "Who wants trouble? Nobody". There's plenty of money to be made. Nice and easy.

Vic panics and gets up to leave, telling Jerry he doesn't think this is for him, but Jerry persuades him to do him a favor with no risk. "Why do you need me if there's no risk?". "Because I gotta take registration. Besides, you're not on duty for a couple of days."

Jerry tells Vic to take his bike and head over to the airport to pick up a package for him. Reluctantly, Vic agrees and says this is the one and only favor he'll be doing.

Outside, Jerry hands over a pager, "Welcome to the 80's Vic", and tells him if things change he'll be in touch.

Once on foot, the game will give a brief overview of the controls. We're told how to enter or exit a vehicle which can be done with the Triangle button. Once you're in a vehicle, you can press X to accelerate and Square to brake or reverse. 

Sgt. Martinez's bike is right in front of you, so get on and make your way out of the base, via the gates at the security booth. You'll be told to go to the "V.I.P." terminal at the airport which is marked on your map and radar with a pink blip.

Once you're on the road, head out to the right, then cut across the path in front of the building you'll pass and drop down to the lower road where you'll be able to drive around the corner to the pink marker which denotes your target location.

Drive into the pink marker and a cutscene will kick in.

Cutscene

Vic walks onto the airport runway to meet a shady looking individual at a private jet. "Hey, army boy. Jerry sent you, si?". "Jerry? Ah, Sargeant Martinez... Sure". "Come with me soldier, I've got something for your boss".

The two men are seen walking away before the camera fades to black, then they reappear on a dock next to a yacht with two bikini clad women sunbathing.

The boat sets off and the contact hands over Jerry's 'stuff', telling Vic his cut is going up next time. Two speedboats then approach from the rear and the contact tells Vic they've got company.

A firefight ensues and although Vic fires back, it doesn't take long before the yacht goes up in flames and they abandon ship, diving into the water before it explodes.

You're now in the water, which marks the first time in a GTA portable game that you're able to swim. The enemies on the speedboats are still firing at you, so you need to swim to shore.

The game explains that you have a stamina meter while you're in the water. It will slowly decrease and if it runs out you'll drown. You can press X to swim faster, however this uses up more stamina.

Swim due East, towards dry land. It's certainly possible to be killed by the gunfire if you're not quick enough, which will result in the whole mission restarting from the opening cutscene, so kick those legs and get out of there.

Once you reach the shore, the game will instruct you to return to Fort Baxter which is now marked with a pink blip on your radar. A short time later, you'll receive a pager message from Martinez telling you to "hide the 'stuff' in your barracks". The game will then update your instructions and task you with reaching the barracks.

Head inside the gates of the army base and you'll see a huge pink marker outside the barracks. Run into it.

Cutscene

The game explains this is your barracks and that you can walk into large arrows to enter and exit buildings.

Walk into the blue arrow to enter the barracks. If you took any damage, there's a health pickup near the medical station at the end of the path.

Cutscene

Vic walks into the barracks and the camera pans to show off the interior. The game explains that you can save your progress by collecting the Save Icon, and doing so will advance time by 6 hours.

You're also told you can walk into weapons to pick them up, as the camera cuts to a spinning pistol at the other side of the room.

  • The Barracks is now unlocked. You'll find a pistol here and can use the floppy disk inside to save the game.

    • 16/30 (PSP) or 19/35 (PS2) Rampages to complete
    • 20/30 (PSP) or 22/35 (PS2) Unique Stunt Jumps to complete
    • BMX, Quad Bike and Sanchez Time Trials to complete
    • Vehicle Sub-Missions including Firefighter, Paramedic, Taxi Driver and Vigilante
    • Playground on the Town checkpoint mission

There are a number of other tasks you technically have access to now as well, however you'd need to access the Eastern island (Vice City Beach). Luckily, there's an exploit which allows you to visit the island early to grab a helicopter making it possible to complete a bunch more stuff.

Using the BMX Exploit, you'll be able to complete all of the following before attempting the next mission.

  • Burst all 99 Red Balloons
  • Complete all 30 Rampages
  • Complete all 30 Unique Stunt Jumps
  • Complete the Playground on the Point checkpoint mission
  • On the PS2 version, you'll also be able to attempt:
    • Caddy Daddy
    • Playground on the Dock
    • Playground on the Town
    • Rush!
