Map, screenshot and text locations of all 99 red balloons to burst in GTA Vice City Stories.
GTA Vice City Stories has a slight twist on the hidden packages, this time requiring Vic Vance to burst 99 red balloons which you'll find stuck under objects as they float upwards. For every 10 balloons popped, you'll unlock a new weapon at your safehouse meaning free ammo, with an additional one for the 99th pop so they're definitely worth hunting down as soon as possible.
You'll unlock the ability to go after the balloons once you've completed the first story mission "Soldier" and unlocked access to the barracks so you can save your game.
Popping Balloons
The balloons are mostly located above ground level so you'll need to use manual aim mode by holding R1 and pressing the D-Pad Down button, then using the left stick to aim your crosshair and pressing Circle to shoot. A single shot is enough to pop a balloon but you'll need to be within range of your gun. The pistol can't shoot very far, so you're best off using a long range weapon like an Assault Rifle, AK-47 or Sniper Rifle. Be warned though, guards or cops will hear your shot and will often come after you. Some of the balloons at head height can be popped with a melee weapon or fists, but the vast majority will require an Assault Rifle or Sniper Rifle to reach.
At the start of the game you can kill soldiers in the army base and pick up their Assault Rifles which are ideal for balloon hunting.
Pop Them All Before The Story!
It's actually possible to pop all 99 red balloons right at the start of the story. You'll need to complete the intro mission "Soldier" first, then you'll be able to get 44 of the 45 balloons on the Mainland, plus 2 on Starfish Island.
The one remaining balloon on the mainland (#34) requires a helicopter, although be aware #40 requires a Sniper Rifle, then the other balloons are spread across Prawn Island and Vice City Beach which are blocked off at the start of the story. There's an exploit you can use to reach those islands early and acquire a helicopter and Sniper Rifle allowing you to pop the rest of the balloons before you complete another mission!
Red Balloon Rewards
Each balloon popped will reward the player with $250, leading to a total of $24,750 once all 99 have been popped. In addition, after every 10 balloon pops, a new weapon or item will unlock and permanently spawn outside all safehouses giving you an easy way to collect a bunch of free ammo.

Tracking Discovered Balloons
Rockstar Games added a very useful, albeit quite hidden feature to GTA Vice City Stories which allows you to view the Balloons, Rampages and Unique Jumps you've already discovered on the map. This is useful so you can cross reference the game with our map to work out which ones you might be missing, without needing to visit every single location in the game again.
To enable the feature, visit the pause menu map and hold down the X button. An extra menu will pop up allowing you to "Show Discovered Extras" which you can toggle through with the Left and Right D-Pad buttons. Once enabled, discovered or completed objectives are marked on the map so you know they can be safely ignored.
Vice City Mainland Balloons
There are 45 balloons which can be popped on the West island, where you start the game.
Red Balloon #1
Found in Fort Baxter
This balloon is high up in a fenced area above the building at the West side of the Fort Baxter army base. It's possible to get it from ground level but you'll need a long range weapon as the pistol won't reach. Run over a few of the soldiers and pick up their Assault Rifle and you should be able to take it out while standing near the entrance gates. Otherwise you'll need to land a helicopter on the roof so that you can pop it with any weapon you have with you.

Right outside the army base. Head along the road to the East of the entrance and you'll see it stuck under the watch tower at the South-Eastern end of the base. You can get it quite easily by standing on the opposite side of the road, just watch out for nearby guards who might think you're shooting at them and come after you.
Red Balloon #3
Found in Escobar International Airport
Just South of the army base is a long airport building with a lower road running in front of it. The balloon can be found high up on the Western side of the building. You won't be able to hit this one with a pistol from ground level so you'll need a long range weapon. There is a ramp inside the walled area at the back of the airport which allows you to jump onto the roof which makes it easier to hit if you're restricted to a short ranged weapon, but I'd recommend just popping it from the ground with an Assault Rifle.

This one is inside the actual airport terminal, however when you go inside, your weapons are automatically removed by the metal detector. You'll need to get as close as you can to the metal detector entrance, without going through, then whip out your Assault Rifle or a Sniper Rifle and you should be able to shoot the balloon from outside. It's straight ahead, trapped under the stairs leading up to the second floor. Although it looks like you can shoot the balloon from next to the metal detector, there's an invisible wall which will block the bullet, so you have to shoot through the actual entrance opening.

Follow the diagonal runway which travels North-East to South-West and you'll find the balloon trapped under the metal ramp at the North-Eastern end of the runway. It's low down so a pistol is good enough here.

In the South-Eastern corner of the airport you'll see a building with a white roof sticking out. The balloon is stuck under the white canopy at the South-Western corner of the roof.
Red Balloon #7
Found in Viceport
This one is trapped under the slanted roof of a garage just South-East of the airport. Getting there can be a bit of a pain, but you'll find a set of stairs just across from the airport entrance where you can jump diagonally to land inside the yard which is filled with trailers and containers.
The balloon itself is stuck under the roof of the building marked with a small white rectangle on the map. You might remember it as 8-Ball's bomb shop in GTA Vice City.
To get out from the yard, there are some stairs leading to a roof at the North-Eastern end, near an entrance gate, then you'll need to drop down to the road below which will cost you some health. Luckily there is a health pick up just around the corner to the South.

This one is floating under a crane at the South-East side of Viceport. You can see it from the main road but you'll need something like an Assault Rifle or Sniper Rifle to take it out from distance.

Jump onto the concrete wall next to the large ship at the East of Viceport, then jump again to climb up onto the ship. Make your way up the stairs where you'll find the balloon on the top floor, stuck under the observation tower next to some binoculars you can pick up.

The balloon is stuck under a palm tree outside the Beachcomber hotel, which you'll pass as you drive along the road away from the airport. It's up pretty high but you'll get a good shot from the road outside.

This one is stuck on the top balcony of a building right ahead of the Southern bridge exit. You can get it from the road but you'll need a long range weapon.

Right in front of the police station in Little Havana is a large palm tree. The balloon is stuck to it, high up. You'll have a better aim at it from the road to the East of the police station but you'll need a long range weapon due to how high up it is.

Just North of the police station is a grocery store called Verdi Groceries with a large Redwood Cigarettes sign above the entrance. The balloon is stuck at the back of the sign. You can shoot it from the road.

Find the entrance to a sand filled alley behind the Hardcore Pawn store where you'll find a submachine gun waiting to be collected and the red balloon stuck under some stairs at the end of the alleyway.

There's an area with a basketball court surrounded by small houses. The balloon is attached to a large palm tree at the Southern end of the basketball court area. You'll get a better view of it from beside the South-Western house but it's up high so you'll need a long range weapon.

This one's pretty low down, stuck to the front of El Peluquero Feliz barbershop. If you played GTA Vice City, you'll recognise this building as the old Brownstone laundromat where you could collect the tracksuit outfit.

Just to the South of the Vice City Print Works you'll find the Miamta Cinema. The balloon is hovering right below the large white sign over the entrance to the building. You can get it quite easily from the road in front.
Starfish Island Red Balloons
There are only 2 balloons to burst on Starfish Island, which is available to you from the start of the game.

The balloon is floating next to the front door of a sandy colored house, just West of the center of Starfish Island. It's almost directly opposite Diaz's mansion. The balloon is low down so any gun can take it out.

You'll find this one high up at the back of Diaz's mansion. It's trapped under the corner roof at the South-East end of the building. It's up high so you'll need a long range weapon to hit it from ground level. Standing on the grass in the back garden will give you a good angle to target it.

The balloon is stuck under the porch belonging to a small lime-green building just off the main road, almost in line with the Pay 'n' Spray across the storm drain. It's head height so this one can be popped with your fists!

Keep an eye out for the large Redwood Cigarettes billboard next to Club de la Estrella de Roco where the road curves through Little Haiti. The balloon is stuck under the metal walkway below the sign at the corner of the road.

Right behind Club de la Estrella de Roco you'll see a small red metal bridge. The balloon is stuck under it. It's pretty tricky to see, so you'll probably want to head along the dock to get a better angle on it. Given the distance, you'll probably need a long range weapon for this. You can grab some body armor from the bridge while you're here.

Head inside the junkyard and approach the big piece of green machinery in the center of the area that has a conveyor belt that resembles a slide. The red balloon is stuck under the top of the ramp and you can't miss it given the contrast between the pale green machinery and bright red balloon. It's reasonably high up though so you'll probably want a long range weapon.

This balloon is stuck under an overhang at the front of a warehouse building. You can access it from an alleyway just East from the junkyard entrance and you might recognise it as the Haitian Drug Factory from GTA Vice City.

This one is low down at head height at the front of a small cafe called Le Singe d'Arbre. It's located right in front of the Links Bridge. Walk up to the balloon and punch it to death to save a bullet.

This red balloon is attached to the bottom of a "R*LAX" billboard just off the corner of the road in the central to Northern part of Little Haiti. It's not far from the Kaufman Cabs offices. You'll probably need to use a long range weapon for this due to its height.

This one is inside the only large metal hangar found in 'The Compound', the second safehouse area you'll unlock in the game. Head inside the hangar and you'll see it hovering above the entrance.

On the Northernmost road in Little Haiti, next to a building with a green base, you'll find this balloon attached to a palm tree. It's reasonably high up, but it's right next to the road so you can't really miss it.

Just South of the Moist Palms Hotel you'll find an alleyway which runs between the green building and a concrete wall. The balloon is inside the alleyway, floating at the top of the ceiling about half way along.

Head into the Moist Palms Hotel construction area where you'll find three concrete pipes next to various other construction materials and a hatchet you can pick up. The balloon is inside the top pipe with a rampage found nearby.

This one's stuck under the white and red "Twilight Knife" billboard as the long road splits into two. You can't miss it. It's high up so you'll need a ranged weapon.

Just across the road from the previous balloon, this one is floating right above the entrance to the Harmount Avenue Church, a large grey building on the West side of the road. The balloon stands out against the grey concrete so it's hard to miss. It's up high though so you're going to need a long range weapon.

This one is really high up so you'll definitely need an Assault Rifle or Sniper Rifle to pop it. Head to the end of the street East of the police station and the balloon is located at the North East side of the large skyscraper next to it. If you stand on the grass next to the road you should be able to spot it.

You need a helicopter for this one. If you're trying to get all of the balloons at the start of the game, you'll need to use the BMX Exploit to get to Vice City Beach early where you'll be able to find a helicopter on top of the police station.
Otherwise you'll struggle to find a helicopter without playing through a number of story missions. Once you manage to acquire one, fly up the skyscraper which has a hole running through the middle (you may remember it from the G-Spotlight mission in GTA Vice City) and land the helicopter on the ground inside. The red balloon is floating high up at the ceiling of the tunnel around half way along. You can hit it with a ranged weapon like an Assault Rifle or Sniper Rifle.

This one's attached to the same building as the previous one (with the tunnel through the middle), however it's high up on the Eastern side above a couple of planters with green foliage growing out of them. You'll see it from the road but it's very high up. You can still pop it with an Assault Rifle though.

There's a tower with a number of balconies located in the yard behid the fire station. The balloon is stuck under the lowest balcony. You'll need to be facing to the South as it's on the Northern side of the tower.

This one is just North of King Knuts in the South-Eastern part of Downtown, very high up on a palm tree. You can see it and pop it from the road, but you'll need a long range weapon.

This balloon is stuck in a palm tree behind the Downtown hospital. You'll see it above the parked Ambulance, mostly covered by leaves, but if you want a clean view of the balloon, head to the car park behind the hospital and you'll be able to hit it cleanly with a long ranged weapon.

High up on the North side of the Hyman Memorial Stadium, slightly West of the helipads. You'll want to stand in the corner of the parking lot to get a good angle on it and you'll need an Assault Rifle or Sniper Rifle to pop it.

This balloon is attached high up on the Mendez building Downtown, which is between the Hyman Memorial Stadium and what you may remember as the Hyman Condo from GTA Vice City. It seems impossible to get this balloon with anything other than a Sniper Rifle. An Assault Rifle won't let you aim up high enough from the ground, and moving away to increase the angle will mean you're too far away. Even if you land a helicopter on the Hyman Condo helipad, an Assault Rifle still can't burst it and you'll struggle with a Sniper Rifle aiming straight-on. There seems to be an invisible wall covering most of it which makes it incredibly awkward to pop. You can either snipe it from ground level, just at the entrance to the Hyman Condo alleyway or from the Hyman Condo rooftop, standing next to the helipad where the fence is missing.

In the North-West of Downtown you'll spot this balloon stuck to the bottom of a satellite dish. It's just across the road, South of the dirt track which runs around the North of the island.

Not far from the previous one in the North-West of Downtown, there's a bent palm tree right next to the dirt track which runs around the North of the island. There are some stairs you can climb an alleyway at the corner of the road which will take you to the roof for a clear shot. You'll also find an SMG up here.

This one is found high up on a palm tree to the West of the race track at the North of Downtown. It's right next to one of the most Northern asset businesses you can acquire later in the game.

This one is stuck under the lower ceiling of the Roxor building, just along the road from Ammu-Nation. You can see it quite easily from the main road which runs towards Prawn Island. A pistol can burst it from the middle of the road.

Find the sculpture between the buildings at V.A.J. Finance and the balloon is hovering right under the ball at the top, at the Southern end. It's relatively low down compared to many of the other balloons in Downtown. There's a pistol you can pick up here too which you could use to pop it.

In the North-East area of Downtown you'll see a white Kronos Twatch billboard which goes over the road. The balloon is stuck to the bottom of it, high up enough that you'll need an Assault Rifle or Sniper Rifle to get it.

The balloon is stuck below the Southern lip of the building just to the North of the bridge to Prawn Island. You'll be closer by standing on the bridge itself, but you can reach it from the lower road with a long range weapon.
Prawn Island Red Balloons
There are 4 red balloons to find and burst on Prawn Island. If you're trying to collect all of the balloons at the start of the story, you'll need to use the BMX Exploit to reach Vice City Beach early otherwise Prawn Island is inaccessible until you complete some story missions.

Head to the back yard of the Mendez mansion at the very North of Prawn Island and you'll find the balloon hidden inside a small round building between the tennis and basketball courts.

At the Eastern end of the Mendez mansion you'll spot the balloon stuck to the lip of the roof. It's easily accessible from the grass.

Inside the InterGlobal Studios yard at the West of Prawn Island, it's attached to the Western side of the water tower. It's high enough that you can hit it without needing to be inside the studio grounds. Standing on the road at the base of the bridge to Downtown works fine.

This one is floating above a Flamethrower pickup at the end of an alley at the South-East of Prawn Island.
Vice City Beach Red Balloons
The remaining 49 red balloons are all hidden around the Eastern island of Vice City Beach. If you're trying to collect all of the balloons at the start of the story, you'll need to use the BMX Exploit to reach Vice City Beach early.

This one is low down, stuck to a plant which is growing out of a pot beside the building just North of the bridge to Prawn Island.

You'll spot a pink and white striped building to the North-West of the island as the road takes a sharp turn, opposite the multistorey car park. The balloon is stuck to the front of the building, fairly high up. You can shoot it easily from the road.

This balloon is stuck at the Northern corner of 3321 Vice Point, a pale green building at the very North-East of the island. You'll find it behind the building just under the lip of the roof at its most Northern point. You can also pick up an Assault Rifle behind this building which is very useful for popping more balloons.

This balloon is found inside the Vice Point Mall. It's stuck to a palm tree right in front of the Ammu-Nation gun store. Be aware that firing a shot inside the mall will probably cause the security to come after and shoot at you. Running outside after popping it will get them off your back.

This balloon is also found inside the Vice Point Mall, very close to the previous one. It's trapped under the stairs which lead to the second floor, next to the boarded up store which says "Opening Soon". Right in front of Ammu-Nation.

Follow the road South from the Vice Point Mall and eventually you'll come to a large hotel with two round glass towers which overlooks the beach. There's usually a Stretch limo parked out front. The balloon is trapped under the North end of the building, so head up the ramp and stairs to find it.

Look for a pink and white striped building pretty much across the road and around the corner from the previous balloon. It's just North of the Vice Point hospital. You'll find the balloon stuck on the Southern side of the building, reasonably high up.

You'll find this one stuck under the lower diving board, at the pool area of Ducum Inn. Pretty easy to see from anywhere near the pool. Head up to the top diving board for some remote detonation grenades.

This one is stuck to a palm tree near the driving range at the Northern part of the golf course, not far from where you can play the Swinger's mission. It's quite high up in the tree so you'll need an Assault Rifle or Sniper Rifle to shoot it.
When you go into the golf course, you'll leave your weapons at the metal detector, so in order to get onto the course with your guns, park a car next to the fence in front of the entrance, jump onto it and jump over the fence.

There's a stone bridge which connects the North and Central islands of the golf course. The balloon is stuck right under the center of the bridge. If you're on the golf course already, you should be able to shoot it from the grass near the previous balloon.

Just to the South of the Vice Point Pay 'n' Spray you'll see the Links View Apartment. The balloon is high up at the North-East corner of the building. You'll need a long range weapon to pop it. You can practically stand at the entrance to the Pay 'n' Spray to shoot at it.

Head into the pool bar area South of El Swanko Casa and you'll find the balloon stuck under the roof of the bar. You won't be able to see it until you lower the camera and look up as it's wedged right in there at the top.

At the front of El Swanko Casa you'll spot the balloon trapped under a ledge just behind the stairs, near the front door.

This one is stuck to the North-West corner of the large building directly East from El Swanko Casa. You can get it from the road but you'll need a long range weapon as it's quite high up.

This balloon is stuck at the front of a food trailer next to the beach, East from the Vice Point police station. It's head height so feel free to save a bullet and punch the balloon to smithereens.

Stuck to a tree at the North end of the garden area between the rectangular building. It's not very high up so a pistol works fine for this one.

At the other end of the garden area from the previous balloon, past a "R*LAX" billboard and some garages. This one is attached to the wall of the sandy colored building at the South end of the garden.

North-East of Well Stacked Pizza you'll find basketball courts in the yard of a building. The balloon is stuck in the corner at the Southern part of the court.

Directly East of Well Stacked Pizza, or North of Van Khoff On The Beach, is a white and orange building with a pink awning at the front. The balloon is high up at the South end, facing the road.

From the Malibu Club, head East onto the beach then turn around and face back towards the club. You should see the balloon attached to a white and pale green building, not very high up.

South of Standing Vice Point, the building South of the Malibu Club, there's a large palm tree next to the road. If you stand on the concrete ramp to the right of the road, next to the bridge and look to the East you should see it high up in a tree. Use a long range weapon to pop it.

You'll find this one attached to the bottom of the 'W' on the hilariously named "Chunder Wheel" ferris wheel. You can shoot it from the street outside.

Just to the South of the fairground, the balloon is hidden quite low down in an alleyway between two buildings. There's some body armor nearby which you can collect if you need it.

Just South of the bridge to Starfish Island is an apartment complex with a number of tower blocks. Head into the middle of the area where you'll find a small pink building. From there, the tower to the South-East is where you'll find the balloon. It's very high up and I don't believe it's possible to shoot it unless you use a Sniper Rifle. Luckily there's one on top of the nearby police station if you need it.

This one is floating under the small curved bridge next to the police station. You can see it from the grass at the North side of the bridge.

There's a palm tree right in front of the police station. The balloon is high up the tree, almost above the roof of the police station. You can see it clearly from the West side of the station, next to the asset which can be taken over.

This is attached to the corner of a salmon-pink colored building down an alleyway directly East from the back of the police station. There's a shop just down the road called Special Fried Vice.

This is stuck to the front awning of the Moonlite Hotel on Ocean Drive. If you head down the main road to the South you'll spot it facing the road. The building it's attached to is red, white and green.

This balloon is attached to a yellow hotel on Ocean Drive, a few buildings further South than the previous balloon. Continue heading down the road to the South and you'll spot it facing the road.

Look for the yellow, pink and purple hotel right after a junction further down Ocean Drive to the South. You'll spot the balloon at the building's North side, quite low down stuck under an awning.

Head behind the yellow, pink and purple hotel from the previous balloon and you'll find the next one stuck to an air conditioning unit on the wall just around the corner.

This one is by a pool in the middle of Washington Beach. An Oceanic will spawn near some steps as you head along the road towards the FIDL store. Head up the steps and you'll find the balloon stuck on the side of the building overlooking the pool.

Right next to the hospital, at the exit from the South Bridge, is a large billboard advertising "Stunt Double". The balloon is floating at the bottom of the sign.

You'll find this one floating at the front of the Ocean View Medical Foundation building, which is directly South of the Ocean View Hospital. Follow the road around from the hospital and you'll spot it up the second set of steps before you reach the marina.

Continue towards the marina from the previous balloon and you'll come to a garden with some shrubbery and trees next to the Ocean View Medical Foundation building. The balloon is stuck to a medium sized palm tree next to the footpath closest to the water. This one seems to be affected by an invisible wall so you might need to shoot it from the South, next to the pier entrance, as it may not be possible to hit it from the main road.

From the Marina's South exit, head East and you'll see a tall, bright green building. The balloon is stuck at the North side.

Head to Ammu-Nation then travel North 2 buildings and you'll come to a large, pale green building. Head behind it where you'll see a couple of purple walls and the red balloon is in plain view at the back of the green building.

Go through the small gate opening at the the orange / pink building right next to Ammu-Nation and you'll find the balloon pretty low down next to a doorway in the South corner of the yard.

At the South end of the road where you find Ammu-Nation is the Ocean Beach Synagogue. The balloon is East from there, attached to the front of a small house with a blocky hedge.

Head to the Pay 'n' Spray and you'll spot a destroyed building just to the North. Head inside there and the balloon can be found in the South-East corner on the second floor.

Continue heading North from the Pay 'n' Spray and you'll come to a pale green building with dark green balconies. Head inside and go under the building to the back yard where you'll find the balloon stuck against the wall.

This one is right above the road at the entrance to the multistorey car park on Washington Avenue. You'll need to approach it from the East entrance.

This balloon is high up at the front of the Ocean View Hotel. You'll find it floating under the third floor balcony. You can hit it quite easily from across the street.

You'll find the balloon on the North-East corner of a building across the road from what was the Pole Position Club in GTA Vice City.

Head to the most South-Eastern building in Ocean Beach, then check the alleyway behind it. You'll find a parked Comet, and the balloon is floating under the ceiling nearby.

High up at the top of the lighthouse, which you'll find right at the South-East end of the island. You can get it with an Assault Rifle, but you'll need to move quite far back to get the angle on it. Too far though and you'll be out of range. Otherwise use a Sniper Rifle.
