Toni meets with 8-Ball at his Pike Creek bomb shop to acquire some hardware.

Toni meets 8-Ball at his bomb shop in Pike Creek, telling him Donald sent him to pick up some hardware. 8-Ball explains he can get it, but it's gonna cost. Donald apparently told 8-Ball that Toni would pay up front and he'd reimburse Toni later. "I bet he did" mutters Toni. 8-Ball says the hardware is going to take time to put together and he'll be in touch when it's ready.
I Await Your Call
The mission is simply a cutscene. It doesn't even feature the "Mission Passed!" message at the end.
You simply need to pass time until 8-Ball calls you. When he does, you'll unlock "Bringing The House Down". If you've already completed the other missions, stand around and you should receive a phone call in a matter of seconds.
You'll only receive the phone call from 8-Ball once you've completed "Cash In Kazuki's Chips" for Toshiko Kasen.
