
Factory Wages
Cisco wants Mike to blow up a factory which is making aerial surveillance equipment.
Cisco | I'll keep this simple to keep your head from hurting, amigo. There is a factory that is manufacturing aerial surveillance equipment for South American governments. You have some contacts in the explosives business, yes? Blow up this facility and I will reward you handsomely. You need to track down a technician who works there to get an ID card to avoid suspicion. Please be mindful of the surrounding area. There are several boutiques I visit and I'd be angry if they were damaged. |

Mike | My life may not mean much to you but it's worth more than tip-toeing around some fancy boutiques. I'm sure you won't miss the fall line-up of clothes. |
You need to track down a technician who works at the factory to get his ID card, which will give you access to the building. He's located South-West towards the bottom of Staunton Island so make your way there.
As you reach his location, Mike will receive a pager message from Cisco telling him to catch him quickly before he escapes.
He'll be around the block in his car, so you can either use a vehicle and crash into him a few times, or chase him on foot and blast away at his car with a weapon. A damage meter will appear, so keep damaging the car.
Eventually he'll get out and talk with Mike.
The technician will then run off. Chase after him and punch him with your fists until he agrees to give you the card.
You can now choose to spare his life and risk letting him call the cops, or kill him.
Choice 1: Spare The Technician
If you spare the technician, Mike will think out loud about Vinnie.
Sparing the technician will avoid receiving any wanted level at this point of the mission.
Choice 2: Eliminate The Technician
If you want to play it safe, you can chase after the technician and blast away until he's dead. Doing this will give you an immediate 2-star wanted level so you'll probably want to head to the Pay 'n' Spray to clear it.

Either way, once you've got the ID card, Cisco will message and tell you to make sure you've got a car bomb.
You can head to 8-Ball's bomb shop and buy a car bomb for $1000 and you can hold up to 6 of them in your inventory.
After that, grab a vehicle and lose any wanted level you may have, then head North towards the factory location.
If you chose to kill the technician, you'll arrive at the factory to find the area completely clear and unsuspecting.
If you let the technician go free, it turns out he's informed the security and they're waiting for you.
There'll be a bunch of enemies you'll need to take out before you can plant the bomb, so back away and strafe to pick them off. Once the area is clear, get back in a vehicle.
Park in the blue marker, select the car bomb in your weapon inventory, then press A + B together to arm the bomb.
Get out, move away and detonate it with the detonator weapon and enjoy the fireworks.
As soon as it blows, Cisco sends a message telling Mike to get away from the factory before he's seen by any witnesses.
Run out of the parking lot and across the road to freedom.
