The Mafia want you to take out Federico, a drug dealer who's been using more of their product than he's been selling.
Here I Come Federa... Fido... Aah... Freddy, To Take You Down
After the opening cutscene you'll be given some money and told to go to Ammu-Nation for some heat.
Make your way to the gun store, following the blip on the map, then once you arrive, enter the shop by standing in the blue marker.
The shop is actually just a menu you'll navigate to purchase items, so scroll through the options and buy a pistol. Unless you've earned money from elsewhere, that's probably all you'll be able to afford at this point.
Once you've got the weapon, follow the map blip to Federico.
Whack Him
As you arrive, Federico will tell you he's taking you down, but obviously you'll be the one doing the killing.
Fire a few shots into him, or use whatever other weapons you have available. Fists? Bat? They all work well. Once he's dead you'll get a pager message from Vinnie telling you to get back to the restaurant for more work.
Mission Passed!

- Street Races in Portland have now been unlocked. There are 6 to complete and they can be found at the checkered flag on the map.
