There are 6 payphone Street Races in GTA Liberty City Stories. Find out where to find them and some tips to help you win.
There are two payphones on each island which must be answered to start street races. Each race requires players to speed through checkpoints in competition with 3 other racers and aim to finish in first place.
After answering the phone, you'll need to bring your own vehicle to the race start point. Some races are bike only, whereas others are car only. You should obviously take the fastest vehicle you can acquire for each race.
Portland Races
Low Rider Rumble - Portland Car Race
The race can be started from a payphone outside Don Kiddick's Sausage Factory in Trenton.

You're racing against Hellenbach GT's which are probably the fastest car you're going to find in Portland. If you've completed the Car Salesman missions up to Level 6 you'll be able to pick one up from Capital Autos showroom, otherwise a Police Car or Leone Sentinel should be fast enough to win. Once you get in the lead just be more careful with your driving, slow down for corners and don't take any risks.
Red Light Racing - Portland Bike Race
The race can be started from a payphone next to Mr. Wongs Laundrette in Chinatown.

Hints & Tips
You're racing against Sanchez dirt bikes which aren't the fastest. You can grab a PCJ-600 super-bike from outside Salvatore's mansion in Saint Mark's which should give you a speed advantage. There's plenty of traffic througout the race so you'll need to be very careful not to hit lampposts or oncoming vehicles, but you should still be able to win after falling off a few times. Try to handbrake turn around tighter corners to save time. If you really need a speed boost, lean slightly forward on the bike so that Toni ducks his head down, but there aren't really enough straights in this race to make the technique worthwhile.
Staunton Island Races
Deimos Dash - Staunton Island Car Race
The race can be started from a payphone next to the parking lot, South of the stadium in Aspatria.

Hints & Tips
The track isn't particulrly challenging and is more often than not on wide roads giving you plenty of room to avoid oncoming traffic. Grab the fastest vehicle you can find - I personally went for a Yakuza Stinger - and brake for the corners. Providing you don't crash too many times, it should be a fairly comfortable win.
Torrington TT - Staunton Island Bike Race
The race can be started from a payphone outside the Love Media building in Torrington.

Hints & Tips
You'll probably want to use a PCJ-600 as it's the fastest bike in the game. After the first few corners you should be in first place and then you can just take it easy and make sure you don't crash. It's very easy to fall off the bike so you're much safer slowing down than risking the 10 seconds it'll take to get back on your bike if you fall.
Shoreside Vale Races
Wi-Cheetah Run - Shoreside Vale Car Race
The race can be started from a payphone in lower Wichita Gardens.

Hints & Tips
This is almost certainly the toughest race of them all. Your opponents are in Cheetah's which are fast and handle well. You'll find a quick car parked outside one of the houses in Cedar Grove, but I personally recommend the Hellenbach GT if you can find one. The race lasts a good 3-4 minutes and during that time the weather will probably change to rain which makes it a lot harder to turn around corners. The number one tip for this race is to brake hard for corners. Too much speed will cost you a lot more time than slowing down. Keep at it and you'll get a chance to overtake because your opponents do occasionally spin out.
Gangsta GP - Shoreside Vale Bike Race
The race can be started from a payphone outside Liberty Pharmaceuticals in Pike Creek.

Hints & Tips
There are a lot of turns on this race, so ensure you pay attention to the markers and arrows. Often the other bikers will miss their turns, so don't follow them too closely. Brake to slow down and use the handbrake to quickly turn around corners. I was almost lapping the other racers by the 3rd lap, so stick at it and you should be able to win fairly comfortably.
The Street Races are a requirement towards 100% completion.
