Toshiko wants Toni to steal a shipment of weapons from her husband Kazuki.

Cutscene
Toni heads inside Toshiko Kasen's apartment block and enters her traditional Japanese themed room. She tells him it's her honest wish to destroy a man. Destroy, not merely kill. She wants him, and his whole organization, weakened and humiliated before he dies. She wants him to suffer. Oh, and the man she's talking about is her husband, Kazuki Kasen.
Her husband is taking delivery of a shipment of weapons today, and it would be in Toni's interest to steal them from right under his ignorant nose.
A Shipment Of Arms

Once on foot, you'll be told to steal the Yakuza arms shipment from Bedford Point. Grab a vehicle and make your way a short distance away to the West side of Southern Staunton.

As you get close you'll be told you'll have to get past the Yakuza guards, and there's a lot of them - around 15.

You can do this fairly stealthy and pick the enemies off from a distance with a sniper rifle, or go in hot. The choice is yours. Using a sniper rifle - if you have one - will certainly save you from taking much damage, but there are health and armor pickups not far from the boat either way.

A couple of Yakuza guards will be waiting at the top and may open fire as you reach their parked Yakuza Stingers, so either snipe them from down the street or go in hot with an assault rifle or submachine gun and work your way towards them.

You can look over the cliffs and snipe almost all of the enemies below without being hit, or continue down the walkway ramp to the bottom, taking out enemies as you go. The majority of the enemies are waiting at the bottom, so be careful not to expose yourself to too much gunfire.

When you reach the bottom take out all of the enemies. There's plenty of cover so you shouldn't really take too much damage, but an AK-47 or sniper rifle are good choices for weapon as they allow you to pick off the targets from much further away.

You'll find a rocket launcher near the jetty and some body armor a little way back, plus plenty of ammo you can pick up from the deceased enemies.

Continue along the wooden jetty and take out the remaining enemies, grabbing the health pickup if you need it, and take out the enemies floating on the water in a boat. Another boat will probably make it's way over too. The rocket launcher you just picked up is great at creating fish food.

When everything seems clear, get in the boat marked with a blue arrow.

You now need to take the boat to Toshiko's contact who is at the ferry terminal at the North of Staunton Island, so follow the water to the North.

Just as you pass the Shoreside Elevator Bridge, two more Yakuza boats will come after you, so you can stop and take them out or just keep going.

As you continue North, two more boats will appear as you pass the stadium, so again, either kill them or ignore them and plough on towards the contact.

Pull into the yellow marker at the end of the ferry pier to end the chase.

Toni meets Phil Cassidy, the gunshop owner (for his one and only appearance in GTA Liberty City Stories), who says he does so much business at these docks he should have set himself up here rather than halfway down the island. He drives off with a Flatbed full of newly acquired weapons.

Mission Passed!

Immediately after the mission, a message is displayed informing you the Minigun can now be purchased from Phil's Gun Shop.
