Toni meets Leon McAffrey and Ray Machowski before a katana-wielding killing spree in the park.

Leon McAffrey is talking with a fellow cop, Ray Machowski - who you may already know from GTA III, when Toni turns up.
Ray is jumpy and immediately pulls a gun on Toni before Leon calms him down.
Turns out Ray likes to do everything by the book, whereas McAffrey does whatever it takes to get what he needs. Toni and McAffrey leave together as Ray walks towards his car.
It's Slice Time

Once on foot, Leon McAffrey is nowhere to be seen, and Toni is informed he must kill 20 Forellis using only the supplied katana. There's an unofficial time limit on the mission giving 3 hours 45 minutes (or 3 minutes 45 seconds real time) to complete the task.

Grab a vehicle - there's a Sanchez parked nearby - and speed your way over to Belleville Park. Once you arrive, head inside the park and you'll spot a number of Forellis marked with red arrows.

Essentially this mission is just a rampage. You need to kill 20 Forellis with the katana sword. All of the enemies are armed with bladed weapons too so there's no risk of being shot, just stabbed, which as we all know, hurts a lot less.

A kill counter will be displayed on the screen, but the katana is a pretty powerful weapon so you can just run straight up to an enemy and attack them with it with one hit usually being enough to kill them. More often than not you'll end up chopping their head off.

Just run around the park towards all of the marked enemies and take them down with your sword. Eventually they'll start coming after you, which makes the task slightly easier but also risks you being hit a little more, but ultimately you have plenty of time and it's not too challenging.

There's a police bribe on the bridge inside the park if you get a wanted level, but my advice is just to keep running around and chopping away. You don't actually have to kill every last Forelli as there are more than 20, but you'll end up taking the majority out before you finish the job.

Mission Passed!

Immediately after completing the mission you'll receive an in-game message telling you the Dragon outfit has been unlocked at Toni's safehouse.

Post-Mission
This is a very random, albeit fun mission. We don't learn why Toni left with Leon at the start and where Leon disappeared to immediately after the cutscene, why he's been given a katana or why he needs to kill 20 Forellis in the park.
