Joey wants Claude to acquire a Securicar full of cash and deliver it to the docks.
This mission is going to be slightly easier if you use a tough, heavy vehicle. I strongly recommend acquiring a Firetruck and bringing it to the mission start point. You can also grab one after the mission starts.
Once on foot, you'll notice a damage meter appear on the screen. This is probably the first time you've seen that in GTA 3. The damage isn't your vehicle though, it's the Securicar that you're ramming off the road.
Track down the van, which is marked on the radar with a dark red blip and has a blue arrow over it.
Once you find it, you'll need to keep crashing into it in order to fill the damage meter. The truck is bulletproof so you can't damage it with a gun, and using explosives will just destroy it, failing the mission, so car damage is the way to go.
If you followed the advice and brought a firetruck, you can get some speed and smash into it hard before they know what's hit them. This will usually completely fill the damage meter, or at least it'll be pretty close. The Firetruck can take a pounding so it should survive long enough to damage the van, whereas if you use a car, it's very likely your car will catch fire before the van is damaged enough so you might have to swap out for another vehicle.
You'll receive a 1-star wanted level as soon as you crash into the van for the first time, then it'll begin driving faster and more eratically to get away from you. As you do more damage, you'll then be given another wanted star. If you did the mission in a car which blows up from all of the crashing, you could just steal a cop car to continue the chase.
Keep smashing into the Securicar and eventually you'll fill the damage meter and the guards will flee.
Get inside and you'll be told to take it to the lock up.
You might want to pop by the Pay 'n' Spray to repair it and clear the wanted level first.
Drive it to Portland Harbor and park in the blue marker in front of a large garage.
The door will open, so drive inside, exit the vehicle and run outside.
Mission Passed!
After the mission you'll receive a pager message from El Burro telling you to get to the payphone in Hepburn Heights. Unlike Marty Chonks' payphone missions, this one is marked on the map with a blue telephone icon.

- You can now deliver additional Securicars to the warehouse for cash bonuses.
You can actually keep the Bulletproof Securicar should you wish to, however it will involve failing the mission. Once you steal it from the guards, take it to your hideout and put it in your garage instead of taking it to the docks. Once there, blow it up using a flamethrower or molotovs. You'll fail the mission, however when the garage door closes and re-opens, you will have a perfectly healthy Securicar with a bulletproof body!
