A Cartel plane is due to land at Francis Intl. Airport, loaded with SPANK. Asuka wants Claude to shoot it down.

Maria and Asuka are still having fun torturing Miguel at the construction site. Maria asks if they should tighten it some more now, or just wait for it to turn black and fall off? Asuka tells her to give it a quick prod. Claude arrives and is welcomed by the ladies.
Maria tells him she was bored so she came over to keep Asuka company, who explains she's got the makings of a natural, this girl. Maria managed to extract more information from Miguel. There's a plane coming into Francis International in 2 hours time, full of Catalina's poison. Claude can avoid airport security by getting a boat out to the runway-light buoys and shooting down the plane on its approach. Collect the cargo from the debris then stash it!

Once you're on foot, you'll be told to find the boat and get to the marker buoy. There's also a 3:30 countdown timer to get there before the plane arrives.

Hints & Tips
You can actually ignore the whole boat part of this mission and drive to the airport instead, assuming you've already got a Rocket Launcher. If you prefer this route, head to the Southern-most runway and take down any Cartel you see waiting for the plane. It'll come in to land when the time reaches 0 regardless of whether you visited the buoy or not.

If you're following your instructions from Asuka, you'll need to grab a vehicle and speed to the South-West of Staunton Island where you'll find a ramp leading down to a long wooden pier facing the airport.

Grab the Rocket Launcher which is waiting for you, then get into the boat at the end of the pier.

Sail over to the end of the runway at the airport opposite.

Officially, the game wants you to wait on the boat by the buoy and shoot a rocket at the plane as it comes in to land. This is very difficult and I strongly suggest you don't attempt it.

Instead, sail the boat up the small ramp to the side of the runway and get out, onto dry land.

You'll spot some Cartel soldiers waiting further down the runway, so take them out. A sniper rifle works wonders.

Once they're dead, you can grab their weapons and take their car, then head down towards the end of the runway. You might spot a few other groups of Cartel enemies nearby too, so take them out as well.

Once you're at the end of the runway, face the buoy and you'll eventually see the plane come in to land. It has flashing lights and is a small, full-winged Dodo.

You'll want to fire off quite a few rockets at it gets close to ensure you don't miss, but it only takes one hit to bring it down. If you struggle with this part, going further down the runway can be a bit easier as you can shoot it as it actually touches down to land.

Once you blow it up, you'll see a giant fireball and the plane will be grounded, surrounded by huge versions of the hidden packages. You'll also gain a four-star wanted level, which isn't particularly surprising, given your actions.

Run over each of the 8 packages to collect them one-by-one. They're so big, Claude will actually stand on top of them as you grab them.

Once you've collected them all, you'll be told to stash the SPANK back at the construction site. You could take your boat and sail back across to Staunton, but that's pretty risky given you'll have a police helicopter after you.

My suggestion would be to take one of the Cartel vehicles and make your way North to the Pay 'n' Spray in Pike Creek. Clear the wanted level, then you'll be free to drive back to the construction site in peace.

Once you arrive, walk into the blue marker by the lift.

The mission is over, although you won't actually see a mission passed screen. The next mission, Ransom, will begin immediately.
