The Cartel have been bothering Ray's old army buddy Phil and he wants Claude to provide some backup.

Cutscene
Claude heads into the toilet block in the park to meet Ray again. At first he can't find him, until Ray calls out. He's hiding in one of the cubicles. Ray tells Claude an old army buddy of his runs a business in Rockford. They saw action in Nicaragua, back when the country knew what it was doing. Some Cartel scum roughed him up yesterday and said they'd be back for some of his stock today. He needs back-up, but in return, he'll give Claude knock-down rates on any hardware he sells. Ray would go himself, but the old sciatica's playing up again *cough cough*, so instead he wishes Claude good luck.

Grab a vehicle and make your way to the very North of Staunton Island where you'll find Phil's gun store.

When you arrive, park up and head inside. You'll spot a Barracks OL army truck as you go inside. Although it's locked right now, pay attention to this truck as it's bullet proof.

At the other end of the yard is a Rhino army tank, however this one is unique in the sense that it's not explosion proof. If you throw a grenade at it, it'll blow up like a regular car. It's locked throughout the mission and you can't use it anyway, so don't worry about it if you do.

Walk into the blue marker to chat with Phil.

Claude runs over to meet Phil, who is standing by some sandbags and his tank that you may or may not have already blown up...
Ray phoned ahead but I thought there'd be more of you. I can't believe those yellow-bellied bastards left me without proper cover again! Well, three arms are better than one, so grab whatever you need. Those Colombians'll be here any minute!

After the cutscene, you'll have a short space of time to run around and grab any of the weapons near Phil. They're free, so get whatever you want.

The most important piece of hardware in his yard is the bullet-proof Barracks OL. That large army truck you passed on your way in. Run over and get inside it because it'll now be unlocked, then drive it down to where Phil it and park is lengthways in front of him.

Soon the Cartel will begin attacking with a number of cars and foot soldiers. If Phil is killed you'll fail the mission, so use the truck to ensure no bullets can hit him and drive by the enemies as they swarm towards you.

Even if you wait out front and destroy the Cartel vehicles as they arrive, a number of soldiers will still sneak around the back and can quickly wipe out Phil, so you're really best just staying near him and protecting him.

You can then drive around to take out any remaining enemies when the coast is a bit clearer.

Keep killing the Cartel until they're all dead. You don't need to worry about blowing up their vehicles though.

Once they're all gone, you'll be told to check on Phil. If you used the Barracks OL, when you get out, immediately run away so the door is left open. I'm not 100% sure it will become locked after the mission if the doors are closed, but they definitely don't if it's open.

Before checking on Phil, you can grab any remaining weapons at his store. They're all free at this point.

When you're ready, run closer to Phil and check on him.

Phil is grateful for the help. He says if he'd teamed up with Claude in Nicaragua maybe he'd still have his arm! If you need any firepower, just take what you need from the lockers and leave the cash under the bench.
The camera cuts to a selection of weapons for sale, including an M16 for $5000, Shotgun for $1500 and a Rocket Launcher for $25,000!
Phil tells Claude to get out of there while he handles the cops, then walks away.

Mission Passed!

Post-Mission
  • Reward: $30,000
  • Mission Unlocked: Evidence Dash
  • Phil's Army Surplus Store is open for business. You can buy an M16, Shotgun and Rocket Launcher whenever you like by returning to the lockers.
  • If you used the bullet-proof Barracks OL during the mission, it should still be unlocked, so you can take it to your safehouse and keep it for future use.
Hints & Tips
You could take this opportunity to deliver the Barracks OL to the Emergency Vehicle Crane at Portland Harbor. Otherwse you'll need to steal one from the army with a 6 star wanted level!
