I'm not at home so I have to use a 56k modem. Loading any web page takes long time, often a minute.

When I dial up, Windows tells me that I get 50.6 kb.

In Task Manager on the Network tab, I see when I load a few web pages (tabbed browsing) that only 30% of the bandwidth is being used. It only gets to 100% for a second or so in the early stage of loading a page. After that it drops way down. Sometimes it drops to 10% and sometimes it is at 50-55% for some brief moments. But most of the time it's around 30%.

When I'm on a connection this slow, why can't I use the actual speed I got? It's not fun to get only 30% of dialup speed.
