Are you trying to Play the game? I assume not.
You say the Icon is on the desktop?
if it is just delete it.
Otherwise we need a clearer explanation of the problem.

When you instert the Game Disc The GTA SA DVD Browser window opens.
It offers 6 options:
Play (or if no game is installed Install GTA SA)
Install Direct x 9.0
Browse DVD contents
View Read Me.
If game files were deleted: You selected Install GTA. Reinstalling should put back any necessary files (see delete set file below)
if game files are there: You selected UNINSTALL. and after uninstalling you reinstall. (see delete set file below).
If you have a game file in your User Files/Documents/GTA San Andreas User Files/gta_sa.set
Delete this file gta_sa.set, this file is rebuilt everytime you start a game. It stores current game setup data. After an uninstall if not deleted it may attempt to use incorrect settings which will foul up the new game start.
If you ever want to remove a program, Always use the Uninstall feature provided by programer. Second party uninstallers might not get everything from the register.
You may want to run Regedit too.

I tried that and it has the menu:
and other stuff.
when i press play it doesnt load up and gives me error:
Setup.exe has encountered a problem and needs to close. We are sorry for the inconvience.
If you were in the middle of something, the information you were working on might be lost.
Then it shuts down. It does the same for uninstalling. Can you help me please?

The Game played Ok before?
The Game disc is an original (not a copy or a downloaded game from internet)?
Device drivers are up to date, especially the Video Driver?
System meets minimum or better specs for the game?
OS is XP?
Or running game in emulator for 98 or xp?
Also: Did you search the "First Thing to Do if you have a problem" Forum pinned above>
Found This, for a problem like yours.

[...IF...] you're on Vista, you'll need to do this:
1) Uninstall SA.
2) Delete the installation folder if it still exists. (e.g. C:\Program Files\Rockstar Games\GTA San Andreas).
3) Delete the Virtual Store copy of the installation folder too. The Appdata folder might be hidden. (e.g. C:\Users\???\AppData\Local\VirtualStore\Program Files\Rockstar Games\GTA San Andreas).
4) Delete the gta_sa.set file from your user files folder.
6) Reinstall SA.
