Is it possible to listen to Radio outside of a vehicle, for example in
any of the safe houses? The safe houses all seem to have entertainment
systems that are just wasted if they are non-functional. Madd Dog's
house has so much potential for entertaining ones self that it is a
shame if there is no way to activate any of it.

The only way to listen to the Radio Stations inside a Safe house is when you're in your wardrobe, and the station that you hear is determined by the Most Favorite Radio Station that's listed in your Stats under the Misc category.

Thank you for the feedback Zoomzoom. This morning I discovered that if you go to the Lil' Probe Inn in Bone County, just North of Fort Carson
you can play a neat pool game and listen to country music on K-Rose radio while you play. Of course it helps if you like country music. The radio plays
full volume not faintly in the background. It took me a while to get the mechanics of the pool game down but once I did I had a good time playing a
few games. It makes for a nice place to chill-out especially after the confrontation I had at the Restricted Area.
