Duff has the statistics of new accounts. Not all of them get caught. It depends what the bot is programmed to do. Many pick random forums to post in but they can only do so in the validation forum so it comes down to luck with those. A lot of them seem like they need to edit their profile (put in spam links) before posting but they can't do that until they get validated. So a lot of spam accounts are just roaming the site not doing anything.

But every new account needs to be validated manually, isn't that what was said? What the bot is programmed to do shouldn't matter if you still perform manual validation of every account.

Yeah, we have a super secret forum only validating members can see. Spammers post their spam there and real accounts can request to have their accounts validated. I think most spam bots recognise when admin validation is required though so there isn't too much crap posted in there, but anything in there is better than on the main boards.
Just to give you some idea of the scale we're talking about, here are registration stats for the last few weeks. Can you see when the spambots started arriving in big numbers? HINT: we currently have 2314 accounts awaiting validation.

Duff just said that every post in the validating forum surpasses the quality on the main board.  Well, that's how I choose to interpret it.
