I looked all around (Hennigan's Stead, Pike's Basin, etc.) at night and couldn't find any...even with bait. Do I need to travel further away?

Hmmm.... they are usually good in open areas like around Armadillo and such. Try going farther West. Shouldn't have a problem finding them, even without bait. Also try looking in the afternoon/evening while there is still sunlight.
