Ok, I downloaded the original GTA off the R* website. I extracted the files to a temporary folder on my C:drive and when I click setup.exe I get an error message titled, "Can't run 16-bit Windows program" which says, "Cannot find file C:\TEMP\GTAINSTALLER\SETUP.EXE (or one of it's components). Check to ensure the path filename are correct and that all required libraries are available.
