Hello, i have the same problem as this guy http://www.gta4.tv/forums/index.php?showtopic=780941

" now my computer is more than capable of running the game on full settings, so i doubt its a hardware problem (but i aint really been playing with computers much recently so what do i know) but whenever I play things go dead fast, like time, cj runs faster, cutscenes skip bits out. everything is just generally jumpy and fast. any clues what the problem is?"

However, mine is still screwed and i dont know how he fixed his, (the thread was locked). It's running around 3 times faster than what it should (i used fraps to see the fps). Any similar problems with you guys and if so how did you fix them.

Also, i'v tried the game with all the visual settings maxed out and dummed down and it doesnt make any difference, However i've kept the frame limiter on the entire time.

just incase this'll help, here are my system speqs

AMD athlon 64 X2 dual
Core processor 3600+
1.91 Ghz, 2.00 GB of Ram
Nvidia 7900
