In the latest Lad's Mag there is a Interview with Danny Dyer, who played a prominent role in Vice City as the cocky Kent Paul. Here is what he said : 'I'm doing the next Grand theft Auto game, I was in the last one, Vice City and they've kept my character Kent Paul in for the next one. I’m the limey in it. Never thought of that  Maccer and Kent Paul, hrmm he can't be the manager as Pabsy is Maccer's manager. Maybe he is Pabsy as a nickname or enemies with him I dunno
