GAINESVILLE, Fla. - University of Florida police were justified in using a Taser against a student who refused to stop questioning Sen. John Kerry on campus last month, according to a state investigation released Wednesday.

Some had questioned the use of force in using the stun gun against Andrew Meyer, leading to the investigation by the Florida Department of Law Enforcement. A summary of the agency's report was released Wednesday.

"In short, the FDLE determined that our officers acted well within state guidelines," university President Bernie Machen said in a letter to students, faculty and staff members.

Two officers who were placed on administrative leave pending the outcome of the investigation were reinstated Wednesday, Machen said.

Rob Griscti, Meyer's attorney, said he couldn't comment on the report with a criminal case still pending. He said he'd respond after examining the report.

Meyer, a journalism major, is known for posting practical jokes on his Web site, but Griscti said his client's questions for Kerry were serious.

"He raised questions about voter disenfranchisement and other matters about American voting rights, which cut to the heart of our Democracy," Griscti said in a written statement. "These questions deserve the media's attention and full public discourse."

The scuffle between Meyer and police started during the Sept. 17 speech by Kerry when Meyer refused to leave the microphone after his allotted time was up, police said. The videotaped altercation and Meyer's cries of "Don't Tase me bro!" were played frequently on the Internet.

The report says the officers' intent was to escort Meyer from the auditorium, but he broke away and refused to follow the officers' instructions.

"Officers decide not to escalate to hard empty hand strikes, kicks, knees or baton ... (it) would have looked like the officers were beating Meyer into submission," the report said.

The report, which has Meyer's name and that of other students blacked out, said the officers did what was necessary to control the student.

"Our purpose is, and has always been, to ensure a civil and safe environment where the many types of campus activities and open discourse can occur," said Police Chief Linda Stump.

Meyer has been charged by police for resisting an officer and disturbing the peace, but the State Attorney's Office has not yet decided whether to file formal charges.

Spencer Mann, a spokesman for the State Attorney's Office, said the decision may be made some time next week.


Does ANYONE see what's wrong with this? I mean kerry himself was asking the crowd for questions.

True freedom of speech doesn't excist in the USA anymore, not after 9/11.

That student made few simple questions, but Kerry couldn't obviously answer them becouse it would have made him and rest of the government look bad.

Police men knew this and arrested this student who was clearly trying to bring some sort of debate about national matters in the US, wich ofcourse would have required to Kerry actually answer the questions, wich was unthinkable situation to him.

The pattern seems to go something like this:

Something is wrong in bigger scale in the US, the government knows this and relises they can't afford to fix it, so they make some fake statements about foreign countries, like Iraq having WMDs, and attacks there, to keep the publics attention away.

After attacking a certain country few year, they relise that it would have actually been ten, if not hundred, times cheaper to solve the national problem and leave rest of the world alone. By doing that they would have gained their people's support and most of the world's approval, and now they are doing just the opposite.

In short: US government sucks, not the people, not the country, but the government sucks ass.

What a stupid, ignorant argument full of sensational assumptions and strained links.

Kerry's image was hurt quite obviously here--the student succeeded in that. But when you use force to keep talking long after your alotted time you are taking time from others and just being a prick. This kid got a tase--he wasn't beaten with a knightstick.

There is a lot of stupid cocksuckers visiting and living here from other countries that fucking fail at American society period and they need to be scorched.

They think its good, cute, or even allowable to act in such pathetically self-indulging ways of opinion.

I know a bitch from Poland who moved here 10 years ago, she says basically because her family basically all did so she was forced to.

She goes around telling me to not join the marines cause its supporting the innocent killings of iraqis. Also, her brother came back from Polish basic training 'paranoid' like a fucking pussy. He never even went to war.


Anyway, this is all just a lead up to my point.

When we have any assholes from the outside coming in and advocating anti-Americanism/military/anything they know absolutely fucking nothing about its bullshit.

For excuse me! I have heard some stuff about your country from my relatives, who happen to be university professors in California. So no, I haven't been, but I have contacts there. And this proves my point exactly:

For your information, we have freedom of speech in its true sense, our press freedoms are top of the world, everything in here is better than in US, but I still don't say it to every foreign people I meet. Our nation wont go to other countries spreading our ways of lives, just becouse we might disagree with them in some things.

Yes, the whole thing was political. But like I said before, this kid got his point across--it hurt Kerry's and other's reputation. Now the problem here is that people who could care less about politics just wanted to 'lol' at "don't tase me dude" and so then come the anti-police people (narrow-minded ones specifically since I don't like cops either) and infer daftly that this guy was wronged by being denied his First Amendment right.

But you know what, this guy didn't organize himself and wasted time causing a scene drawing away from everyone else's opportunity to exercise their First Amendment right.

I don't know who your calling a kid beacuse im not a child. Nore im i anti-police we need them.Just to let everyone know im a proud american. now that you know that does that make me anti-American, If so why beacuse i question my goverment that i

Kid asked a question, Kerry was going to answer it(as he says in newspaper that he doesn't condone any action that was against him). The guards there just want to feel important about themselves so they took it upon themselves to tell someone to cut his mic and drag him off. What the fuck is going on here? People can't ask a question to someone if the GUARDS don’t like it?

Whether it was offensive or not he is allowed to answer it, he brought his facts/books with him to back up his argument and it wasn't like he was insulting him. Actually for the people who are going "HE WAS RUDE", he wasn't, he was actually asking him what he thought about the elections and his thoughts on the fact that many people says he won and that faulty devices and etc etc fucked it up for him. How is that even remotely offensive to ask someone their opinion on something very flattering(if you ask me)? Like I said earlier, the guards just wanted to seem important.

I'm also mad at the fact that all the fucking students were sitting down while he was being dragged out, god dammit bastards STAND UP! I for one would've jumped in the matter because the guy was having his freedom of speech in a QUESTIONING event being taken away.
